ABOUT

Nakheel Properties Overview

Nakheel is the Dubai master developer behind Palm Jumeirah and a member of Dubai Holding Real Estate. Its move into Dubai Holding was announced on 16 March 2024. Whether it is a reliable choice depends on the project. It has large communities on the ground and began handing over 892 homes at Jebel Ali Village in August 2026. Against that, Palm Jebel Ali paused in 2008 and was relaunched only in 2023, according to The National, and Nakheel's construction progress pages publish no handover dates. We found no independent on-time delivery record, so this page gives dated facts, not a verdict. Status below is as read on 5 November 2026.

Nakheel lists Jumeirah Village Circle, Jumeirah Village Triangle, Jumeirah Islands, Jumeirah Park, Al Furjan, Discovery Gardens and International City among its developments. In JVC, it is the master developer and other developers also build there.

Under construction, Nakheel's pages show Palm Beach Towers at the gateway of Palm Jumeirah, COMO Residences on Palm Jumeirah, District One West and Naya Residences in MBR City, Bay Villas and Rixos Hotel & Residences on Dubai Islands, and villas across Palm Jebel Ali. Recent releases include Bay Estate, Palm Central Private Residences and Frond F villas.

Retail now sits with Dubai Holding Asset Management, which says it owns and operates its portfolio. That includes the former Nakheel Mall, renamed Palm Jumeirah Mall in September 2025. For any off-plan Nakheel unit, confirm the Oqood registration, escrow details, payment schedule and contract handover date before reserving. Contact us to compare specific projects.

USEFUL INFORMATION

Things You Should Know

Nakheel is a Dubai-based master developer and, in its own words, "a member of Dubai Holding". Press releases describe it as a member of Dubai Holding Real Estate. Sheikh Mohammed bin Rashid Al Maktoum announced on 16 March 2024 that Nakheel and Meydan would become part of Dubai Holding and that their boards would be abolished. Nakheel was earlier part of Dubai World, and Gulf News reported that the Government of Dubai acquired it from Dubai World in 2011. Nakheel's portfolio covers villas, townhouses, apartments, plots and hotel residences.

Dubai Holding Real Estate is led by its Chief Executive Officer, Khalid Al Malik, whom Dubai Holding's leadership page also lists as Managing Director. Amit Kaushal is Group Chief Executive Officer of Dubai Holding.

Handing over, according to Nakheel.

  • Jebel Ali Village: began handing over 892 homes, announced 17 August 2026.

  • District 11 Opal Gardens in Meydan: 435 villas and townhouses, both phases shown at 100% with handover in progress, though Nakheel's menu still files it under Under Construction.

  • Tilal Al Furjan: shown at 100% with handover in progress.

Listed under Latest Handovers, with no date on the page. Murooj Al Furjan, Lagoon Views and Canal Front Residences.

Developments on Nakheel's own list. Nakheel doesn't state a completion status for these, and later phases or other developers' buildings may still be under way.

  • Palm Jumeirah: home to about 25,000 people, by Nakheel's figure.

  • Jumeirah Islands: 46 islands with lakes, in a gated community.

  • Jumeirah Park: over 3,000 villas, 5 minutes from Jumeirah Lake Towers by Nakheel's timing.

  • Jumeirah Village Triangle: more than 13,000 villas, townhouses and apartments.

  • Discovery Gardens: more than 26,000 apartments.

  • International City: over 22,000 residences in 10 country-named clusters.

  • Al Furjan: four-bedroom villas and three-bedroom townhouses.

Nakheel's pages show its own inspection figure beside the Real Estate Regulatory Agency's (RERA). Dates differ, so the figures aren't directly comparable. None of these progress pages gives a handover date.

Palm Jebel Ali. Nakheel's progress page shows 42.36% overall for Fronds K to P, with no inspection date beside that figure. Its RERA note for those fronds gives an inspection date of 5 August 2026, but no percentage appears in the text we read. It shows 13.28% for Fronds A to F, while its note gives RERA's 18 June 2026 figures of about 4% for each of those fronds. The page doesn't explain the gap. Nakheel said in August 2026 that 728 villas on Fronds K to P had entered finishing and that a phased handover of the first villas should begin in late 2026 and continue through 2027. Contracts awarded in April 2026 for 544 villas on Fronds A to F target completion in Q4 2028.

Rixos Hotel & Residences, Dubai Islands. Listed under construction. We didn't find a percentage on the page we read.

These are recent releases. Nakheel's announcements below give no price. Check dates against your sale and purchase agreement.

  • Bay Estate, Dubai Islands: unveiled 5 October 2026, about 360 three- and four-bedroom homes plus beachfront and waterfront plots.

  • Bay Grove Residences, Dubai Islands: 1,154 homes in 15 buildings. Main contracts are awarded. Phase 2 main works are expected by late 2028 and Phase 4 completion in Q2 2029.

  • Palm Central Private Residences, Palm Jebel Ali: 222 residences in three buildings, first released in October 2025, with another phase in June 2026.

  • Frond F villas, Palm Jebel Ali: 44 beachfront villas with five to seven bedrooms, released 20 August 2026. The release gives no Frond F date. April 2026 contracts for 190 villas on Fronds E and F target Q4 2028; we haven't confirmed these 44 villas are among them.

Not a Nakheel project. Aldar and Dubai Holding announced a waterfront joint venture on Palm Jebel Ali in February 2026, with sales expected to begin in 2027. Aldar handles design, construction, sales and management.

What supports it. Nakheel's own list includes large communities people live in today, and it announced handovers in 2026. RERA inspection figures are shown beside its own on its progress pages, each with its date. The National reported in January 2026 that inspection reports put 108 villas on Palm Jebel Ali's Frond O at 21.9% in October 2025, on track for late 2027.

What limits it.

  • Palm Jebel Ali work began in 2002, paused in 2008 during the financial crisis and was relaunched in 2023, according to The National. In 2009, Khaleej Times reported that about 60 investors protested at the Dubai Land Department over delays.

  • According to listing data updated in October 2025, Palm Beach Towers was due in Q1 2026. In May 2026, Nakheel said its 16 Podium Villas in Towers Two and Three were expected to hand over in H1 2027, and gave no date for the wider project. Its September 2026 inspection put the project at 87.84%, and RERA's August 2026 figure was 79.55%. We haven't seen the contract dates.

  • We found no independent on-time delivery record, and no 2025 or 2026 press report of delays. Neither proves anything either way.

What protects a buyer. Off-plan payments go into an escrow account dedicated to the project, and an off-plan sale that isn't registered is void. These rules don't guarantee a date, a price or a resale value. Before reserving, check the project in the Dubai Land Department's project status service, confirm the Oqood registration, and read the handover and delay clauses in the contract. COMMON QUESTIONS

Frequently Asked Questions

It depends on the project, and we don't give a blanket yes. Nakheel has large communities on the ground and began handing over 892 homes at Jebel Ali Village in August 2026. But Palm Jebel Ali paused in 2008 and was relaunched in 2023, and Nakheel's construction progress pages publish no handover dates. We found no independent on-time delivery record. Check the specific project's RERA progress, Oqood registration and contract dates.
There's no general answer, because the developer's name doesn't set the return. Dubai's market slowed in 2026: Cavendish Maxwell counted about 34,000 deals in Q3, down 38% year on year, and S&P cited industry reports of prices down 5% to 15% from end-2025 to September 2026. Palm Jumeirah stood at about AED 4,083 per sq ft in Q3 2026, down 9.1% over 12 months, according to market data that doesn't state the unit type or whether this is an asking or sale price. Across the market, S&P said 2027 to 2028 deliveries could accelerate the correction, and that prices could stabilise if regional risk eases in 2027. Judge each unit on price, rent, service charges and handover risk.
Nakheel is a member of Dubai Holding Real Estate, within Dubai Holding. Its move into Dubai Holding was announced by Sheikh Mohammed bin Rashid Al Maktoum on 16 March 2024.
Nakheel sits under Dubai Holding Real Estate, whose Chief Executive Officer is Khalid Al Malik. Amit Kaushal is Group Chief Executive Officer of Dubai Holding. Dubai Holding Real Estate's brands include Nakheel, Meraas and Dubai Properties. Nakheel's own company page doesn't name a separate chief executive.
Nakheel is a Dubai master developer known for Palm Jumeirah. It also lists plots, hotel residences such as Rixos on Dubai Islands, and waterfront master plans. Palm Jumeirah Mall, Ibn Battuta Mall and Dragon Mart are now listed by Dubai Holding Asset Management, not Nakheel.
Nakheel's company page states 15,000 hectares of master developments and about 700,000 people living in its communities. These are the company's own undated figures, and we haven't verified them independently.
Its own list includes Palm Jumeirah, Jumeirah Islands, Jumeirah Park, Jumeirah Village Triangle, Discovery Gardens, International City and Al Furjan, and it is the master developer of Jumeirah Village Circle. Nakheel doesn't state a completion status for each, and later phases may still be under way.
Nakheel's pages list Palm Beach Towers, District One West, Naya Residences, COMO Residences, Bay Villas, Rixos Hotel & Residences and villas on Palm Jebel Ali. The September 2026 inspection figures range from 23.02% at COMO Residences to 93.00% at District One West Phase 1. RERA's figures, from earlier dates, are lower. Palm Jebel Ali's figures are separate and lower on Fronds A to F.
Yes, historically. Palm Jebel Ali paused from 2008, according to The National, and about 60 investors protested in 2009, according to Khaleej Times. More recently, listing data updated in October 2025 gave Q1 2026 for Palm Beach Towers. In May 2026, Nakheel said its 16 Podium Villas in Towers Two and Three were expected to hand over in H1 2027, and gave no date for the wider project. Its September 2026 inspection put the project at 87.84%, and RERA's August 2026 figure was 79.55%. We haven't seen the contract dates and found no 2025 or 2026 press report of delays.
It is a Nakheel island of 13.4 sq km, about twice the size of Palm Jumeirah, with 16 fronds. Nakheel said in August 2026 that a phased handover of the first villas should begin in late 2026 and continue through 2027. Contracts for 544 villas target Q4 2028. The National reported in January 2026 that parts could continue into the 2030s and that full completion is unclear. We don't give an investment verdict: timelines are longer than on built-up Palm Jumeirah, so review the payment plan, escrow details and contract handover date before deciding.
It is Nakheel's island stretching five kilometres into the Arabian Gulf, home to about 25,000 people by Nakheel's figure. Nakheel's page lists apartments and penthouses, a villa community at Palma Residences, hotels, retail, leisure attractions and marinas. Prices depend on the unit, so ask for current figures.
Palm Jumeirah is home to about 25,000 people by Nakheel's figure, with homes, retail, leisure and marinas in use today. Palm Jebel Ali is about twice the size and still being built, so most buyers there take off-plan timing risk.
Dubai Islands, formerly Deira Islands, is Nakheel's five-island waterfront destination off Deira, spanning 18.6 sq km by Nakheel's latest figure. First villa sales were reported in February 2024. Bay Villas, Rixos Hotel & Residences, Bay Grove Residences and Bay Estate are at different stages, so check each one.
JVC is a community where Nakheel is the master developer and other developers also build. Market data put asking apartment yields at about 7.1% gross in Q3 2026, based on asking prices, while Savills reported JVC apartment rents down 10.4% year on year in Q3. Returns vary by building and price paid, so compare recent sales and rents for the specific building.
It is a Nakheel community just off Sheikh Mohammed Bin Zayed Road, with over 22,000 residences in 10 clusters named after countries, according to Nakheel. Check current rents and service charges for the specific building before buying.
It is a gated Nakheel community that Nakheel describes as 46 islands with scenic lakes, and it says each home has lake views.
Nakheel describes Al Furjan as four-bedroom villas and three-bedroom townhouses, about 3 minutes from Al Furjan Metro Station. Later Nakheel phases include Tilal Al Furjan, shown with handover in progress, and Murooj Al Furjan.
It is a Nakheel community of more than 26,000 studio to two-bedroom apartments in about 300 buildings, according to Nakheel, about 3 minutes from Discovery Gardens Metro Station and 7 from Ibn Battuta Mall.
Nakheel Mall was officially renamed Palm Jumeirah Mall on 3 September 2025 by Dubai Holding Asset Management, which owns and operates it. Circle Mall in JVC opened in 2021 as a Nakheel project. In September 2025 it was named among the malls under Dubai Retail, Dubai Holding Asset Management's unified brand.
Not Nakheel. Dubai Media Office named Meraas as its developer in July 2025. Meraas, like Nakheel, is part of Dubai Holding Real Estate. Nakheel separately lists a community called Nad Al Sheba Villas.
Terms differ by project and release, so confirm the schedule in the sale and purchase agreement. Off-plan loans are capped at 50% of value. In September 2026, ADCB announced off-plan finance for Dubai Holding Real Estate clients, which on Palm Jebel Ali applies once eligible buyers have paid 50% of the value. Bank approval still applies.
Foreigners can hold freehold or up to 99-year usufruct or leasehold rights within Dubai's designated areas, so confirm the plot's status. The buyer pays the 4% Dubai Land Department fee, usually settled through the developer, who registers off-plan sales in Oqood. Trustee and admin charges are extra, so check the contract.
A purchase of at least AED 2 million can support a 10-year Golden Visa application, subject to DLD conditions. Press reports say off-plan can qualify once registered through Oqood, but official wording differs: confirm with DLD before relying on it. Ahyan gives guidance on requirements; the applicant applies in person.
According to market data reported by The National, The Palm (28 sales) and Palm Jebel Ali (22) were the top areas for $10M-plus home sales in Q4 2025. That predates the regional conflict that began in late February 2026, so check newer sales before relying on it.
We don't rank developers. Compare specific projects on location, price, RERA progress, contract handover date and service charges.
It varies by community. Check places and fees with the KHDA before choosing a home.
Nakheel describes The World as 260 man-made islands in seven groups, arranged to mirror the continents. Its page gives no completion status, so check each island project separately.
